Since 2009, the California Statewide Groundwater Elevation Monitoring (CASGEM) Program has tracked seasonal and long-term groundwater elevation trends in groundwater basins statewide. 

The program’s mission is to establish a permanent, locally-managed program of regular and systematic monitoring in all of California's alluvial groundwater basins. This early attempt to monitor groundwater continues to exist as a tool to help achieve the goals set out under the Sustainable Groundwater Management Act (SGMA).

Senate Bill x7-6, passed by the legislature in 2009, established collaboration between local monitoring parties and DWR to collect statewide groundwater elevations, to be made available to the public. In response to the law, we developed the CASGEM program. 

Collecting and evaluating these groundwater data on a statewide scale is a fundamental step toward improving management of California's groundwater resources. The CASGEM program relies and builds upon the many previously established local long-term groundwater monitoring and management programs. Our role is to coordinate the CASGEM program, to work cooperatively with local entities, and to maintain the collected elevation data in a readily and widely available public database.

The CASGEM Online System allows you to:

 

  • View lists of local agencies, counties and associations who have volunteered to serve as CASGEM Monitoring Entities providing groundwater data statewide
  • View CASGEM Monitoring Plans and Groundwater Management Plans
  • Search and view groundwater elevation data in tabular format
  • View hydrographs that show groundwater elevations for wells
  • Search and view groundwater monitoring well information
  • View mapped locations of CASGEM wells, monitoring area boundaries, and other geographic information
  • Measure distances between wells and size of monitoring areas and basins
  • Download well information, groundwater data, hydrographs and maps
  • Download summary reports on wells, groundwater elevations, Monitoring Entities and basin information  

CASGEM Public Portal Sign-in

The CASGEM system provides Monitoring Entities the following notification and data submittal:

  • Create, edit, and submit notifications to become a Monitoring Entity
  • Create and manage user accounts
  • Create and manage agency information
  • Submit CASGEM monitoring plans and groundwater management plans
  • Submit construction and location information associated with CASGEM wells
  • Submit groundwater elevation data (including batch uploads)

The CASGEM system also provides the following access to Monitoring Entities:

  • View lists of local agencies, counties and associations who have volunteered to serve as CASGEM Monitoring Entities providing groundwater data statewide 
  • View CASGEM Monitoring Plans and Groundwater Management Plans (via hyperlink)
  • Search and view groundwater elevation data in tabular format
  • View hydrographs for single wells and compare hydrographs for multiple wells
  • Search and view groundwater monitoring well information
  • View mapped locations of CASGEM wells, monitoring area boundaries, and other geographic information
  • Measure distances between wells and size of monitoring areas and basins
  • Download well information, groundwater data, hydrographs and maps
  • Download summary reports on wells, groundwater elevations, Monitoring Entities and basin information

This document describes the groundwater monitoring procedures that DWR will use if no local entity volunteers to perform CASGEM monitoring and DWR is required to conduct monitoring. These Guidelines are not binding on local entities monitoring a basin, but can provide guidance to local entities considering whether they wish to assume groundwater monitoring functions and may be helpful to determine what to include in the monitoring plans required by the law. Each basin is unique, and DWR will work with the designated Monitoring Entities to determine the appropriate plan for each basin.
