Title: Public Comment: Draft Supplemental Environmental Impact Report for the proposed Tide’s End Multibenefit Restoration Project

Text/Content: The California Department of Water Resources’ Division of Multibenefit Initiatives has prepared a Draft Supplemental Environmental Impact Report (SEIR), which is available for public review and comment. The Tide’s End Multibenefit Restoration Project (proposed Project) is being developed to restore and enhance tidal wetland and floodplain habitat, support multibenefit land uses (including managed wetlands and floodplain agriculture), and maintain or improve flood conveyance in the Yolo Bypass. Tidal inundation would be restored by hydrologically connecting the site to the Toe Drain via a series of berm openings, berm lowering, and channel excavation. The restored habitats would enhance aquatic production and export for food web support and would facilitate volitional fish passage of juvenile salmonids and other native fishes accessing the proposed Project area’s floodplain during high-flow events. The proposed Project’s restoration design elements include tidal wetland, transition zone habitat, floodplain habitat, managed wetlands, managed floodplain agriculture, site revegetation (including riparian communities), access improvements, as well as irrigation and drainage improvements.

The public comment period begins Feb. 10, 2026, and closes at 5p.m., March 27, 2026. Public meetings are scheduled for the project during the comment period; please see the Notice of Availability for meeting details.

This Draft SEIR is being distributed for a 45-day public review period that will end on Friday, March 27, 2026. Written comments must be received by the close of business (5 p.m.) on March 27, 2026. Written comments may be mailed or e-mailed to:

All written comments received on the adequacy of this Draft SEIR during the public review period will be addressed in a “response-to-comments” chapter in the Final SEIR, which, together with the Draft SEIR, will constitute the entirety of the Final SEIR. The Final SEIR will also present any changes to the Draft SEIR resulting from public and agency comments, and DWR staff-initiated changes.
