Join the Department of Water Resources for the first Drought Resilience Interagency & Partners (DRIP) Collaborative meeting of 2024. Members of the public will be able to observe the meeting and provide public comments in-person at the meeting location or remotely.

Meeting Location: California Natural Resources Agency, 715 P St, Sacramento, Room 221-A/B (second floor)*

 

Remote participation will be conducted via a Zoom platform. Members of the public who wish to listen and comment remotely during the meeting can do so by joining using the Zoom Webinar registration link.

   

The meeting will be viewable via YouTube Livestream here. Individuals who only want to watch or listen should use this option as it preserves interactive meeting resources for those who are commenting on items.

Background

The Department of Water Resources (DWR) established a standing drought and water shortage interagency task force in coordination with the State Water Board and other relevant state agencies to facilitate proactive state planning and coordination for pre-drought planning, emergency response, and post-drought management, consistent with Senate Bill 552 (Chaptered in 2021). The Task Force, called the Drought Resilience Interagency and Partners Collaborative (DRIP Collaborative), will serve as a public forum with state and non-state agency members to advance our drought strategies and continue building resilience to the increasingly arid conditions California faces. Meeting Objectives

Objective #1: Ensure we’re all clear on the recommendation process and how that structure will help inform 2024 efforts for the DRIP Collaborative.

Objective #2: Listen to DRIP member presentations on proposed recommendations within DRIP Collaborative focus areas and provide input for recommendation development.

Objective #3: Discuss process for DRIP membership extension.

10:00am             Welcome Remarks and Setting Intentions

Recapping insights from the 2023 DRIP meetings. Setting the stage for 2024 DRIP Collaborative work.

10:15 am            Informational Updates

DWR Staff will provide important informational updates impacting DRIP work for 2024 including:

  • Hydrology update
  • SB 552 County Task Force implementation

10:45am             Overview and Discussion of California Water Commission (CWC) White Paper

CWC will provide an overview of their recent white paper titled “Potential State Strategies for Protecting Communities and Fish and Wildlife in the Event of Drought”.

11:15am             Recap DRIP Collaborative Initial Focus Areas, Inaugural Report, and Recommendation Process

Staff will present an overview of the initial focus areas for developing recommendations, the 2023 Inaugural Report, and the process of recommendation development.

We will highlight the problem statements related to the three initial focus areas using them as a guide to formulate recommendations aimed at addressing those issues:

  • Drought Relevant Data
  • Drought Preparedness for Domestic Wells
  • Drought Definition and Narrative

11:30am             Presentation and Discussion of DRIP Collaborative Recommendations

Members will present recommendations developed for consideration by the DRIP Collaborative. Following each presented recommendation, the DRIP Collaborative will provide ideas for development.

Members will present recommendations developed for consideration by the DRIP Collaborative. Following each presented recommendation, the DRIP Collaborative will provide ideas for development.

  • Timeline for recommendation refinement 
  • Workgroup formation and Bagley Keene Requirements
  • Present DRIP Collaborative decision making/polling process
  • Aligning on our next set of Focus Areas (for 2025 recommendations)
