Delivery Capability Report and Studies

The California Department of Water Resources has released the Draft State Water Project Delivery Capability Report (DCR) for 2025 for public review and comment.

The Delivery Capability Report is widely used within and beyond the SWP to support water supply planning. Information presented in the DCR is a key input to SWP drought planning and is fundamental to the drought planning efforts of public water agencies that receive State Water Project and Central Valley Project supplies. The report provides information needed by these agencies to develop and manage their water supply portfolios and supports planning efforts including Sustainable Groundwater Management Plans, Urban Water Management Plans, Agricultural Water Management Plans, and Integrated Regional Water Management Plans. Previous Delivery Capability Reports are available in digital format or hard copy upon request.

Public Review and Comment Period

Results presented in this draft are preliminary and subject to change based on public comments and ongoing technical review. DWR is accepting public comments on the Draft Delivery Capability Report 2025 during the public review period. Comments will be accepted through February 6, 2026.
