Mapping Tools

DWR has developed 3 web-based mapping applications to assist local agencies and other interested parties in water management planning efforts:

  • Disadvantaged Communities (DACs)
  • Economically Distressed Areas (EDAs)
  • Water Management Planning Tool

We developed the DAC Mapping Tool to assist local agencies and other interested parties in evaluating DAC status throughout the State, using the definition provided by Proposition 1 IRWM Guidelines (2016).

We developed the EDA Mapping Tool to assist local agencies and other interested parties in evaluating EDA status throughout the State, using the definition specified under the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1) Economically Distressed Area Instructions. 

Note: DWR’s Economically Distressed Area Mapping Tool and Instructions (below) works in conjunction with all other State grant or loan programs as specified under Proposition 1. Prospective applicants should read the Instructions, the Mapping Tool information provided here and within the Tool itself (at link below), and the appropriate state grant or loan program guidelines for which to apply to ensure that the submittal will meet the economically distressed area and specific grant program requirements.

The Water Management Planning Tool can assist local agencies in water management planning efforts.

Description: This tool allows users to overlay numerous Geographic Information System (GIS) layers onto a map of California and toggle the layers on and off while varying each one's transparency. It's intended to assist local agencies with their responsibilities related to the California Water Plan, integrated regional water management, and the Sustainable Groundwater Management Act, and serve as an informational tool for interested parties.
