This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.

5. Executive Officer’s Report

The Executive Officer will report on various matters addressed since the previous Commission meeting.

6. Commission Member Reports

This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.

8. Groundwater Recharge: State Agency Roles and Regional Perspectives

Staff from the Department of Water Resources (DWR), State Water Resources Control Board (SWRCB), and California Department of Fish and Wildlife (CDFW) will provide an overview of their agency’s role in supporting groundwater recharge. Local representatives from regions across the state will provide their perspectives on opportunities, challenges, and next steps with implementation of groundwater recharge.

9. Water Storage Investment Program Update

Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).

10. Water Storage Investment Program: Chino Basin Program Project Update and Virtual Tour

Representatives of the Inland Empire Utilities Agency, the project proponent for the Chino Basin Program, will provide a project update and present a virtual video tour of the Chino Basin Program.

11. Water Storage Investment Program: Chino Basin Program State Agency Draft Contracts for the Administration of Public Benefits

Water Storage Investment Program projects must enter into contracts with State agencies for administration of public benefits for their projects. The WSIP regulations allow State agencies to present a draft of their contracts for the administration of public benefits (CAPBs) to the Commission for information and comment. Staff from CDFW, DWR, and SWRCB will present their draft CAPBs for the Chino Basin Program. The Commission will receive public comment on the draft CAPBs through October 5, 2026. The CAPBs will be finalized prior to the final award hearing for this project.
