Members of the public will be able to observe the meeting and provide public comments in-person at the meeting location or remotely. Remote participation will be conducted via a web-based videoconferencing service called Zoom.

Registration is not required to provide public comments. 3. Acknowledgement of California Native American Tribal Governments

This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.

4. Approval of August 20, 2025, Meeting Minutes

5. Executive Officer’s Report

The Executive Officer will report on various matters addressed since the previous Commission meeting.

6. Commission Member Reports

This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.

8. Annual Update on Department of Water Resources' Activities

Executive staff from the Department of Water Resources (DWR), will provide an update on DWR’s activities, accomplishments, and challenges.

9. State Water Project Briefing: Adaptation Strategies and Operations Update

DWR staff will provide an overview of the creation and construction of the State Water Project (SWP), discuss the SWP Adaptation Strategy and provide an update on current SWP operations.

10. Water Storage Investment Program: Projects Update 

Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP), including an update on Valley Water Board’s decision to suspend pursuit of the Pacheco Project.

11. Water Storage Investment Program: Sites Project Early Funding Request (Action Item)

Representatives of the Sites Project will present their request for early funding to the Commission. The Commission will decide whether to award early funding to the project and the amount of early funding.

12. Best Practices in Meaningful Tribal Engagement and Consultation

Representatives of DWR’s Office of Tribal Affairs will provide an overview of current State policies mandating Tribal consultation and Tribal engagement with California Tribes and how the current application of State policies can be implemented to achieve meaningful engagement with Tribes.
