Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.
8. Water Storage Investment Program: Update on Expected Timelines and Recommended Next Steps
Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).
9. Water Storage Investment Program: Notice of Proposed Emergency Rulemaking Regarding Use of Uncommitted Funding (Action Item)
Commission counsel will present proposed changes to the Water Storage Investment Program (WSIP) regulations for the Commission’s consideration. The proposed changes would give the Commission the discretion to make supplemental funding determinations for the existing WSIP projects using uncommitted WSIP funding.

10. State Water Project Briefing: Construction and Modernization Projects Update
Staff from the DWR will brief the Commission on current State Water Project construction projects and provide an update on the Pyramid Lake and Castaic Lake modernization projects.
DWR staff will lead the Commission on a tour of Pyramid Lake.
Location and Time: The tour will be held at the Vista del Lago Visitors Center, 38500 Vista del Lago Road, Gorman, CA 93243. Tour will begin no earlier than 12:00 p.m. Members of the public are responsible for their own transportation. There will not be a remote option for this tour, and it will not be recorded.
DWR staff will lead the Commission on a tour of Castaic Lake.
Location and Time: The tour will be held at the Castaic Lake Recreation Area, Castaic Lake Drive, Castaic, CA 91310. The tour will begin no earlier than 1:00 p.m. and follow the Pyramid Lake tour. Members of the public are responsible for their own transportation between tour locations. There will not be a remote option for this tour, and it will not be recorded.

Written comments regarding specific items on this agenda will be provided to the Commissioners as part of their meeting packets if they are received by 5:00 p.m. on Monday, November 17, 2025. Written comments can be submitted to cwc@water.ca.gov. Staff will make every effort to provide comments received after this deadline electronically, but we cannot make any guarantees.
