This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.

The Executive Officer will report on various matters addressed since the previous Commission meeting.

Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.

8. Water Storage Investment Program: Update on Expected Timelines and Obstacles

Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP) and provide an overview of current project timelines and potential obstacles in an effort to track how projects are demonstrating sufficient progress towards securing WSIP funding.

9. Water Storage Investment Program: Consideration of Inflationary Increases to Projects’ Maximum Conditional Eligibility Determinations Amounts (Action Item)

The Commission will consider options to provide pro-rata inflationary increases to WSIP projects’ Maximum Conditional Eligibility Determination (MCED) amounts with funds made available by the withdrawal of the Los Vaqueros Expansion Project and passage of Proposition 4 (2024). The Commission will consider inflationary adjustments to the following projects’ MCEDs:

  • Chino Basin Program
  • Kern Fan Groundwater Storage Project
  • Pacheco Reservoir Expansion Project
  • Sites Project
  • Willow Springs Water Bank Conjunctive Use Project

The Commission may ask staff to consider how any WSIP funding unattached to a project MCED could be utilized to support projects going forward.

10. Water Storage Investment Program: Notice of Proposed Rulemaking on Early Funding Regulations (Action Item)

Commission counsel will present proposed changes to the Water Storage Investment Program (WSIP) regulations for the Commission’s consideration. The proposed change removes the dollar cap for early funding as set forth in the WSIP regulations (23 CCR § 6010). The proposed change does not change the percentage cap for early funding available to a WSIP project.

11. Sustainable Groundwater Management Act: Update on Implementation and Groundwater Conditions

Staff from the Department of Water Resources (DWR) and the State Water Resources Control Board (SWRCB) will provide an update on the implementation of the Sustainable Groundwater Management Act (SGMA) and groundwater conditions.

12. Sustainable Groundwater Management Act: Update on Groundwater Trading from State and Local Perspectives

Staff from DWR and SWRCB will provide an update on State Actions on groundwater trading. A representative from the Mid-Kaweah Groundwater Sustainability Agency (GSA) will provide a local perspective on efforts to implement groundwater trading practices.

13. Sustainable Groundwater Management Act: Update on Subsidence Best Management Practices

Staff from DWR will provide an overview of the Draft Subsidence Best Management Practices that will assist local GSAs in understanding how subsidence occurs, how to monitor conditions, and how to best manage subsidence conditions.
