NOI for Upper Swanston Ranch Inc Irrigation and Fish Passage Improvement Project

The California Department of Water Resources (DWR) has released and intends to adopt the Initial Study and Mitigated Negative Declaration (IS/MND) for the Upper Swanston Ranch, Inc. Irrigation and Fish Passage Improvement Project (proposed project). The IS/MND have been prepared in accordance with the California Environmental Quality Act to provide agencies, the public, and interested parties an opportunity to review the environmental analysis of the proposed project.

PROJECT LOCATION
The project is located west of Tule Jake Road and the Tule Canal, approximately 0.6 mile west of West Sacramento, in Yolo County, California.

PROJECT DESCRIPTION
The project consists of modifying an existing irrigation channel adjacent to Tule Canal to avoid fish entrainment, installing a new fish-friendly water intake structure with fish protective screens within Tule Canal, and installing a new pump site west of Tule Canal that would pull water from the proposed water intake screens through buried irrigation pipes beneath an agricultural pasture to an improved holding reservoir to the west. The water held in the reservoir would be available for diversion north from the reservoir for use within irrigated fields.
DWR, as the lead agency, has initiated the CEQA process to inform DWR’s discretionary decision on whether to approve the proposed project. 
The IS/MND did not identify any significant and unavoidable impacts; mitigation was incorporated, where necessary, to reduce all potentially significant impacts to a less than significant level.
PUBLIC REVIEW PROCESS
The IS/MND will be circulated for a 30-day public review period beginning on September 29, 2023, and concluding on October 30, 2023. In accordance with the State CEQA Guidelines, any comments concerning the findings of the IS/MND must be submitted in writing and received by DWR no later than 5:00 p.m. (Pacific Standard Time) on October 30, 2023, in order to be considered.
