California Plumbing Code Workshop

Join DWR, the Building Standards Commission (BSC), and the California Department of Housing and Community Development (HCD) for a Zoom workshop that will share and discuss proposed plumbing code changes.

DWR’s focus is on plumbing standards foundational for the safe use of recycled water.

California Plumbing Code (CPC) primarily contains standards to plumb buildings with potable water, sanitary drainage, storm drainage, and fuel gas. It also has standards for plumbing for alternative water supplies, including recycled water, graywater, and rainwater. Amending and adopting recycled water standards in the CPC is the statutory responsibility of DWR under the authority of Water Code Section 13557.

The proposed amendments, based on both the 2019 CPC as amended in 2020 and the 2021 Uniform Plumbing Code, may include the addition of references to new standards to be established by the State Water Resources Control Board pursuant to Assembly Bill No. 1180 (2019) regarding the use of a swivel or changeover device to supply potable water to a dual-plumbed system during an interruption in recycled water service.

The DWR’s proposed amendments are being developed in coordination with amendments proposed by BSC and HCD. BSC and HCD are also proposing other amendments related to potable water and graywater.

The Zoom workshop will cover:

  • Background on the plumbing code process

  • Proposed amendments

  • Public commentary

  • Next Steps

The session takes place on Friday, Dec. 11 beginning at  9 a.m. and will last no later than 4 p.m., depending on the need.

If the workshop goes past 12:30 p.m., there may be a 30-minute lunch break.
