State Water Project
Mark E. Andersen is the California Department of Water Resources Acting Deputy Director for the State Water Project (SWP).
Mark joined DWR in the Division of Operations and Maintenance (O&M) in 1991 working on a variety of SWP Civil Maintenance activities. Mark managed the SWP Arroyo Pasajero Program in both the SWP Planning Office as the Chief of the Facility Integrity Branch and in O&M’s Civil Maintenance Branch, ultimately leading to long-awaited Aqueduct flood protection improvements in 2002. Mark also has widely varying experience working in the State Water Project Analysis Office. Beginning in 2002, he managed consultants and DWR staff supporting all FERC Relicencing technical studies as the Oroville Facilities Relicensing Branch Chief. In 2007, he took on the Principal Engineer/Chief of Project Water Management role overseeing SWP water supply contract administration and water transfers/exchanges. Mark returned to O&M in 2010 as the Chief of SWP Utility Contracts Management focusing on DWR’s Reid Gardner divestiture and environmental remediation obligations and serving as the O&M liaison on SWP cost allocation, recovery, and cash flow issues. In February 2012, Mark became the Assistant SWP Deputy Director. In this capacity, he led initiatives such as the SWP financial management reforms, including Davis-Dolwig legislative funding appropriations, major 2014 SWP billing corrections, and critical SWP operational needs such as the Oroville River Valve Drought Emergency Operations.
Mark earned a Bachelor of Science degree in Civil/Mechanical Engineering from California State University, Sacramento and is a Registered Professional Engineer.
